The NHVAS is a voluntary alternative to conventional enforcement.
The NHVAS Business Rules allow heavy vehicle operators to use their own Management Systems to demonstrate that their vehicles and drivers comply with regulatory standards, making it possible to concentrate enforcement on non-accredited operators.
The NHVAS is based on the proposition that key elements of compliance with road transport law, including management of vehicle roadworthiness, vehicle mass and driver fatigue, can be demonstrated through “good practice” programs within companies.
The NHVAS is intended to increase transport efficiency through reducing the cost of compliance, as it allows operators greater flexibility in determining how compliance is monitored. It is intended that this will create greater innovation and lower cost outcomes.
